（中央社記者沈如峰宜蘭縣4日電）假日遊客絡繹不絕的宜蘭縣三星鄉長埤湖風景區，日前傳出有銀髮族遊客因公廁濕滑，摔斷髖骨。鄉公所今天說，將請委外業者加強巡邏，注意遊客安全。

前宜蘭縣工商旅遊處長蕭瑞民以「長埤湖風景區陷阱」為題在個人臉書貼文說，本月2日，他父母在風景區公廁因地板濕滑，先後重摔，父親髖骨斷裂，母親也受傷。

為避免未來再有類似情況發生，他呼籲縣政府妥善督導鄉公所要善盡管理職責，改善環境。

三星鄉長黃錫墉說，鄉公所已向交通部觀光局爭取新台幣500萬元經費，擴建風景區的公廁，且已完成發包，預定春節過後動工，屆時將增設防滑地磚、無障礙設施；在未完工期間，將請委外業者加強巡邏、成立緊急救援小組，注意遊客安全。1060104



10月25日，與台灣高鐵幾乎同時間，日本九州旅客鐵道（以下簡稱JR九州）正式掛牌上市，籌資上看4,160億日圓，發行價不但是高鐵的50倍，更是日本今年僅次Line的第二大IPO案，使JR九州市值暴漲超過2成。

攤開財報，JR九州集團營收，自2010年度起連續6年都正成長，去年度上看新台幣1,200億元，而鐵路本業在民營化近30年後，今年度有望首度轉虧為盈。日本投資網站株一預測，今年JR九州的本益比將高達15倍，比起營收為其4倍的JR東海的本益比9.5倍，前景一片大好。

負債關鍵變賣點

偏遠卻有美景，轉攻旅遊財

回想1987年，當時日本國鐵經營不善，民營化後依照地域分拆成7家JR公司，卻是讓JR九州深陷虧損的開始。

JR九州不但地處偏僻，設備也只能接手都會區10年以上的二手車廂，被稱作是「列車墓地」。民營化第一年，立刻陷入逾280億日圓的虧損，鐵路事業至今近30年從不曾打破赤字魔咒。

扛起偏鄉運輸的重責大任，是JR九州丟不掉的沉重包袱。全長2,200公里，是台鐵總路線的2倍長，但地方線只是無法回收的賠錢貨，就連兩大城博多、熊本之間，平均載客率也只有50％。

現任JR九州會長、被日本財長麻生太郎讚譽為「點子王」的唐池恆二接受《彭博》專訪時直言，最慘時虧損額曾逼近總營收的3成，做一天就賠一天。先天條件不佳，如何逆轉手上的爛牌？

「只靠鐵路肯定不行，必須以鐵路為基礎和其他產業相結合。」唐池向《第一財經》解釋，看似「不務正業」的多元經營，其實是以鐵路為戰略中心，朝周邊產業橫向發展。

「不再只是交通手段，坐車本身就是旅行的目的，」九州鐵路沿線盡是未開發的壯麗山景，加上稀疏的班表，正適合發展觀光列車。從民營化第二年起，從零打造特快車有明號、直達溫泉地的觀光列車「由布院之森」，一系列「D&S（設計與故事）列車」，一步步改變了九州鐵路的印象。

一舉將JR九州與觀光畫上等號的，則是2013年推出的豪華臥鋪「七星號」。這列日本版的「東方快車」，七節車廂提供30位乘客入住，造價就超過新台幣9億元。從飯店或航空公司挖角資深服務員，車上供應的盡是米其林等級的精緻餐點。

車站變娛樂商城

帶進經常利益上看6成

在觀光領頭下，JR九州持續擴張交通版圖，既然速度比不上航空、價格比不上長途巴士，便進入門檻較低的船舶業，將偏鄉的劣勢化為地理位置上的優勢，開拓韓國釜山到福岡的高速渡輪航線，不到3小時的航程直接帶入觀光人流。

2011年，博多車站共構設施「JR博多城」開業，將原本車站的「點」，向周圍商圈的「面」持續擴散。與其讓觀光客還要再四處尋找名產美食，不如蓋一棟集結數百間特產商店、免稅藥妝、餐廳、電影院的大型綜合娛樂商場，把消費集中留住。去年4月，「JR大分城」接力開張，第一年就吸引2,400萬旅客到訪。做為成長引擎，車站商城引進的經常利益已折扣上看6成。

走過今年熊本地震，JR九州一次次克服先天不良條件，從核心能力中尋求轉機，才有機會從夕陽產業中走出自己的路。
